NE Indian fleeing from certain cities

The Govt says it's rumour. Yet we also hear of attacks and arrest. A Tibetan was killed thinking he's from the NE. Do you think it was appropriate for NE people to flee like that? What do you think could be done so that the apparent sense of insecurity would be removed from the mindset of the NE people, and they would feel at home wherever they go to in any part of India?
