Health ignorance ..how to tackle ??

I am a final year medical student. in my field i got the chance to watch how people are really unaware and ignorant about their health related problems An old say is : prevention is better than cure In the developing world health ignorance is a leading cause of death i believe,, where patients use antibiotics to treat flu ^^ What do you think are the appropriate health policies to tackle this genuine problem?
