I presume that the kind of page you are interested in producing is one with several headings which can be expanded when the user mouses over the relevant heading. There are many ways of doing this as well as ways of creating drop-down, interactive menus on a menu bar.
Most of the solutions involve Java scripts which you incorporate into your HTML. There is no really easy solution which does not involve either learning something about Java or using somewhat expensive packages like Fireworks or Dreamweaver.
Since you are not specific about what you actually want to achieve, it is difficult to recommend a particular article but several possible solutions are given here: http://stackoverflow.com/questions/2707100/how-to-show-hidden-divs-on-mouseover and a selection of Java scripts to do various things are available here: http://www.javafile.com/mouseover.php
