Lost iPhone

One of my relatives lives in a nearby town and she lost her iPhone. I am sure it isn't stolen because she called us when she was at home and she lost it in her home or in her car or in her store... Now, the problem is that she didn't set up the device on iCloud or something like that...
Is it possible to set it up using the informations from the original box ? And if it is, by setting it up with that, can she locate it ?
I mention we are not from USA, but from Romania...With the alvailable informations found above, in our country, can we locate the iPhone? Thanks !

I was reading online and It seems that Find my iPhone will work in all Countries that GPS is Supported In (Nearly All). However, Unfortunately, You won't be able to set it up with the Information from out of the Box. It needs to be set up like an Email Account and that has to be done on the iPhone itself.
Your best hope is to contact the Police, Give them your Serial Number and other Information from the Box and hope that they recover it!

In our country, we can report it to the telecommunications company and provide the IMEI which can be found on the box of the phone.
