Is United Nation a true democracy?

Its funny that United Nation is compose of many nations but its seems some countries especially the permanent security councils is more powerful than others.
I think its time to chance the constitution of UN. I think all countries must have equal rights and let the majority vote wins.
Its ironic that UN can't do anything in syria simply because Russia and China veto each time theirs a vote for military intervention.

I do think that UN and the other branches of NGO practice humanitarian rights. If you compare to the other government sectors.

Theirs some like WHO, UNESCO and so on that is humanitarian in nature. But in term of security and protecting world peace I don't think UN has true power to implement it. Just look at Syria right now. Many are dying and yet no one is acting the civil in their. Its because no one want actually to stand up and fight for those people.
