If cigars can bring harm-why are still available in the market?

My dad is a smoker, since i was young i keep on asking him..
"Why are cigars available in the market, even if there's a warning on the package saying: Cigarette smoking is dangerous to your health?"
Isn't it contradicting?..LOL.. the company sells it, but also warns about it..:/
If they believe it being harmful- they can just ban the selling of such products! .

I think it is related to the business .it is not a problem for them to harm health but they care only for money
