Can I adjust this on my laptop?

I have the IBM T43. I just got it from e-bay. All computers go black with the windows XP logo showing if you don't touch it after awhile, but this one does after 30 seconds. I went into power settings and put the monitor shutting down after 45 minutes. Now of cojurse the monitor doesn't shut off but I have to hit something every 20 sewconds or it will go off.
