Well good to hear that in order to improve your English, u are willing to make foreign friends and this is a great thinking from your end and i would completely support u. I do not think u should make any further attempts, foreign friends would automatically become your friends if you are willing to achieve something in your life. They will feel it more comfortable to train u in English. All u need to do is never specify them that u want to learn English from their company but try to be in their company as much as possible and grab this opportunity and try to learn as much English as u want. i am sure u will soon master English. What say?

I met foreign friends by looking for penpals. It can improve your English writing. The speaking part would be kind of hard though.

You can make foreign friends by being on social websites like some nowadays and I don't wanna mention it since I am sure you know one, yes you can improve your skills and ability in speaking English not just that but also learn and have the chance of knowing such different culture from different country, also learn different ideas and share knowledge with the help of technology it is more easier and accessible.
