Will you litter on messy grounds?

In public places, such as streets, roads, squares, some of the places are tiny, clean and comfortable, others are messy, dirty and smelly. When I walk through the tiny, clean places, I won't litter on the ground because I can't destroy the nice environments, but when I walk through the smelly messy places, I always feel that it doesn't matter if I litter or spit on the ground. What do you think about littering on messy gounds, and why? I'm looking forward to your points, thank you!

I have developed a good habit of not throwing garbage everywhere, but into the dustbin or trash can. When I see my students doing this, I will immediately stop them and have them pick it up. I think that it is a duty to protect our environment and develop the sense of taking good care of our environment. Thanks for the nice discussion.
