Recently, when i scan my computer using AVG. It detected that hkcmd and igfxpers has been infected by viruses. But untill now there aren't any problem with my computer performance. Is it safe to remove them or to quarantine them? And if i may know what are their function?

You can see what these processes are and what they do (or should do) here:
hkcmd.exe: http://www.neuber.com/taskmanager/process/hkcmd.exe.html
igfxpers.exe: http://www.neuber.com/taskmanager/process/igfxpers.exe.html
It is quite possible for such files to become infected (or to be replaced by spurious viruses with the same name). As you can see, both processes are concerned with 'extra' graphics functionality and, if you don't ever use such functions, it is quite safe to disable these processes in the way described.
If you suspect that the files you have are infected (and CERTAINLY if you find them in anything other than the folder where they should be), you would be well advised to quarantine them. If you do this and find that some functions of your computer are affected, you should be able to replace them, either by running the 'Repair Windows' routine from your installation disk or by downloading good copies of the files from a reputable source (either Microsoft or Nvidia).
