I was logging a bank site, and my computer display "The encrypted page you are viewing contains unencrypted information which might be seen by 3rd party." Is it dangerous to log in with my password and username? I heard some people lost their money due to online hackers.

Yes, this is certainly not something that I would advise. It is very unlikely that anyone will see the data that you are sending, but it can be read if someone using the same network chooses to scan for transmitted data.
For most activities it is quite safe to use public wifi networks, although I would only use internet banking from my home network so that I know the data is secure.

This is an interesting question and I am not entirely certain. It does of course depend on the level of security, which makes a cybercafé a rather dubious environment.
Most cybercafés allow the use of flash drives to copy data downloaded from email etcetera, and of course a flash drive can quite easily carry a virus or Trojan. If the computer has malware infection then your data could be recorded and transmitted to a predetermined recipient, so there is still a level of concern.
Considering the large number of people that use each computer daily then it is not inconceivable that such malware could be present. It really depends on how vigilant the owner is at maintaining a level of protection. I would personally be very reluctant to take the risk.

any other option? my desktop and cybercafe wouldn't work, so where do I go to log in to the bank site?
