Where can I get a group of programmers to do my program

I have a good idea of coming up with a smart computer program. I wish to give it out for free under the general public license. I know how hard it is for programers to keep work on their own. It is always good when they work as a team, but where can I get the team? I am looking for a website where one can post the idea then guys do the work as a team. I am therefore appealing to all mylotters that you may help me trace the advantages and disadvantages of working with such a team and What pats of the program should I give. I feel doing it on the internet is a great idea

For free? Just remember that programmers also need money for foods .
Anyway, if you are a programmer by yourself, you may start your project on GitHub and invite more people who have same passion with you, or just wishing some other people will helps your project..

From their own homepage, "Find, Create, and Publish Open Source software for free". For any terms or rules they have, read it yourself on their website. Mind you, it doesn't guarantee that you can find people to help. Unless your idea is spectacularly good, there probably won't be that many people interested or free to help.
