Is it possible to make an admin account on Windows XP with restriction?

Is it possible to make an admin account on Windows XP with restriction? I want to make an account as an admin where he can install any software and do some major thing like formatting any USB drive and other major things but I also want to restrict the access to specific drives also and the content of that. Please help me and tell me the steps how to create this kind of user with restriction.

Yes, you can use ACL (Access Control Lists) permissions to deny access to specific drives/folders, subfolders, and files. What edition of Windows XP is it?

You cannot make the User an Administrator, because that would automatically give him full rights to so anything whatsoever. You will have to set up the account as a User and then specifically give that user the rights you want him to have.
