can i make paypal account if i don't have any bank account?

Anyone who lives in a country accepted by PayPal and who is 18 or over may open a PayPal account. Until his account is verified (by adding a bank account or debit/credit card and going through the process of verifying that he is the owner of that account), there is a limit on how much he can receive but he should be able to send money to your PayPal account.

Without a legal bank account u cannot make a Paypal account as the money that gets accumulated in your Paypal account has to be ultimately transferred to your bank account. So first have your bank account and then go for making a Paypal account for yourself. What say?

Yes he can but unverified account. If your brother want sent you some money via paypal, it would be better both of you not using same IP. This because Paypal admin might consider that you and your brother is one person and this might lead both of you to account limitation.

The only thing that you need to create a PayPal account is a valid email address which will be further used as your PayPal user ID.You just need bank account to withdraw money in it.
