What could a non-EU country hope to gain from surrendering control of its banks?

Following the news that the EU intends to set up a system where the European central bank can interfere in it's member's national banks, EU Commission President Jose Manuel Barroso has said that it would be legally possible for non-member states to join this scheme.
What could a non-EU country stand to gain by surrendering control of its Banks to the EU?

Maybe nothing, EU Commission President Jose Manuel Barroso just said a possibility.
in the future, surredering control of banks to EU maybe can become one step to join EU.
