PTC business needs some cash because it's really hard to start it without any cash on your bank! You will need to buy upgrades, referalls, ads and banners! It's really hard to start it with 0.00$ because you will make 0.10$ per day only! And it will take a huge time to get some few dollars! So if you wan't to start PTC business you should have some cash to invest on it! And for creators - DON'T EVEN THINK TO START PTC BUSINESS WITHOUT 1000$ ;)
