Softwares : Joomla and Wordpress is good in creating websites.
Wordpress needs webhosting before strating with it though Joomla doesn't.
There are lot of Widgets and extensions out there for Joomla and tons of Templates.
You only have to install Xampp and you can work on developing your website in a offline server. With Xampp you will be able to build a offline mysql server and you can use it for Joomla offline website.
After doing all the work all you have to do is choose a web hosting site for your purpose and log on to cpanel, then install the Joomla version to your computer and it will detect your server and they will be uploaded.
After that also you can modify your website.

well, it will depend on what operational system are you using and what language will you use on your websites.
I use apache, php and mysql. My operational system is ubuntu 12.10.

wow thanks. i really wanted to learn ubuntu. right now im only using windows. i used linux before but not often. can you give me some tips and links where i can get ubuntu or apache, php, and mysql?? thanks very much
