How to create a paypal account with out credit card from india?

Hello friends, i am from India. I don't have a paypal account to withdraw funds of mylot. So, i need your tips to create 2 and shop with paypal. I don't have credit card. However i have SBI account, intermet banking, Visa debit card. My friend already created account and can't able to shop through paypal. Is there anyway with out credit card? Can we create an virtual credit card?

In India, PayPal requires you to give your PAN code and your bank details. Because of RBI restrictions, any money you receive through PayPal will be AUTOMATICALLY transferred to your bank account within 7 days of receipt and, unless you can supply an acceptable reason to your bank for your purchase, you will find it difficult or impossible to buy things online or to send money out of the country using PayPal.
