Ebay Protection Program- does it really work?

I've been browsing on eBay and saw this icon about the eBay Protection Program that give protection on its buyers. I have a friend that still have a on-going case within the site because of a scammer. She's a bit worried because the case is already running for month and there's still no results on her case.
