My PayPal account become Limited

On 2 Nov 2012, my account becomes limited, because
i add & remove too many credit cards into my account.
I confirm that i add & remove too many credit cards into
my PayPal account but all those cards were Virtual Credit cards.
I don't have credit card, and PayPal don't accept indian
debit cards. so i used VCC to make purchase.
I also ask my Bank to provide me Credit Card but they have certain
terms & condition to provide Credit Card & I don't fit into
their eligibility Criteria.
Now PayPal demands my cards last four digit number to remove
limitation, but I don't have Credit Card?
what i do to remove limitation from my account? anyone who face same
problem like me please help me, give suggestion ...

use of virtual credit card may come under illegal, i don't know much but this is my work.
best way to solve it is to contact paypal directly. but before you do find out whether use of virtual credit card is legal with in indian law.
i tried to use virtual card once and had failed in it and never even used it them since all shopping sites now offer credit card purchases.

Yes, paypal really needs either a credit card or a bank account to verify and remove limits of your account. If you submitted the above , check whether you PAN card verification completed or not. In my case the verification took 10 days for the completion. If they demand you a credit card and you can't affort it, then create a virtual credit card at entropay.com. I think it will really worth for you and you can make payments with paypal using this entropay VCC. But entropay charges a fee of 4.95% and paypal charges 3%, that means you are loosing a lot in this process. If you can efford the fees, you can use the duo of entropay and paypal. Thank you.

I have also same problem my paypal account become limited access, bad thing their is cash inside my paypal account that i can't get. only thing i have done is my paypal account is new not yet get veried because lacking of bank account,that time still process, when i try to buy a skype account i give my paypal, thats it they limited my access. now i am contacting paypal they have lots of requirements ,thats why if you make transaction using paypal be sure it is verified already to avoid same problem what happened to me
