Government of third world countries

Can you have faith in the government of third world countries ? I have been fleeced of a canadian commonwealth scholarship and I can't help thinking they are all corrupted out there.

The governments tend to keep all the money for themselves and build up their armies instead of feeding the people...i feel so sorry for them.
