why such noise this early

I woke up early because of the noises from fighting cats but i was not able to fully get back to sleep so i just decided to get online. Anyway shortly upon getting online my sister woke up. It was like 4am already. She opened the television and the radio at the same time and then leave it both open in loud volume and just do something else. I got used to it already but my brother who came back from another country or abroad woke up angry and immediately turned off the radio. But he didn't turn off the television, he just lowered the volume.
