You will not be able to set up another account in PayPal if one account is already limited. You MUST contact PayPal about the chargeback which caused your account to be limited (as you detailed here: http://www.mylot.com/w/discussions/2732962.aspx ) and get that sorted out. There are three types of account in PayPal (depending on your country). Which one you have will be shown in your account details when you log in to PayPal. It is likely to be a personal account, I imagine. The only reason that PayPal allow you to have two accounts under certain cirumstances is because some people need to have a Business account with different access details and the possibility of different levels of access for employees of the business. There is a different scale of charges and a different level of security for Business and Premier accounts. Most private individuals need only one account.

It should say what type of account you have on the account overview screen, right above the message telling you that your account access is limited. Was your current account limited for something related to that unauthorized transaction and the negative balance you had after the funds were returned to the other user? If it was, PayPal probably will limit any new account you create until you pay them the money you owe them.

I am not sure the differences there are when it comes to accounts there. I know some of it depends on how long you have had an account there, and what type of stuff you are using it for. I know some of the different ones even limit how much you can spend in there, etc. But if you still have questions you need to contact them and ask them questikns on this.

You find it on My Account Overview. Under your name, you can see what type of account you have and if you are verified or not. Once you verified your account, your limits will be removed.

I guess people have given you the information required to find out the type of account you hold but I don't think its a good idea to create a new account, try contacting them they might help you.
