Disturbing Neighbors

I have neighbors who do not have the decency to respect peace and quiet. They shout at their kids from outside the house in the middle of afternoon nap time. In our country, we usually take a nap in the afternoon so it's sort of understood that you shouldn't do that. Do you have loud neighbors too? What do you guys do?

I used to have a neighbor who would start up his motorcycle at about 6AM in the morning. It was broken and had some engine problems or something that would make it extremely loud and it would wake the whole block up. Unfortunately, talking to him didn't help however some neighbors started a petition. He fixed his motorcycle and now you can't even hear it.

I have a neighbor like this too! Unfortunately, other neighbors in the village only like complaining and they have no unity to do a petition or something.

My neighbor always annoys me.She keeps three dogs in her house,and she usually played and shouted at the dogs every time I am taking a nap.The dogs bark so loudly that I could not sleep at all.And I finally talked with her about the things,she is resonable and this things never happened.Maybe you should talk with you neighbor about that,it may make sense.
