There will be an agreement between employer and employee detailing terms and conditions related to job. If there are any conditions restricting or prohibiting doing other business by employee, doing so can be treated illegal.

Yes, some companies have this provision that their employees shouldn't get involved in other businesses that can be in conflict with their duties and responsibilities in the company. And some people would need some capital for starting off. And while starting the business, it is expected that it would take quite some time before they can break even. That's why they need another source of income while the business is still in its early stages.
I guess most employees would rather work and save some money first before they try to go venture into a business of their own. This is just one side of the picture though.

Yes. most of the companies stops doing other business from the people. It must be changed.

An ordinary employee can certainly put up his own business. What is not allowed is bringing in the business into the company.

Many companies not allow to do the business once you join as a employee. Whatever work we do is for the same concern. I dont like this behavour.

Business needs money for capital.
Maybe one reason why some employed people don't start a business because they don't have enough money to start with- even a small business.
There are employed people who are underpaid- and their salary is just enough for their daily needs.

I think any one can do business any time . I think in business one has to be very careful of up 's and down's we can't stay free , we have to concentrate more on it daily which may lead to tense life .So people who are working in private sectors will be busy with their work issues they may not find time to look after their business matters , They have to look for a most trusted person .To avoid all these issues i think no one is daring to do business.

I don't think there is a question regarding its legality. Anybody can enter into a business whether he/she is a government or private employee. As long as it has no conflict with your present job, you are not prohibited to engage in other business.
The first consideration is the time. Anybody is free to open a business as long as he will have to do it after office hours. Another consideration, especially for government employees/officers, is that the business you have should not in any manner have a conflict with your present job or in any other way be the reason for abuse in position.
