Katrina-Do people really have room to complain?

I mean the whole world knew it was coming, even tried to issue an evacuation (which the mayor refused to do). And yet people still didnt leave their homes and try to get to safety. But yet they complain about the rescue response. I think that if more people had evacuated as they tried to get them to do in the first place then there would not have been as many people there to have to try and rescue. I understand the ones who were old or ill that could not leave but there were healthy people there who still stayed.
