Yes, I think they are important and necessary, because for me, I need an excuse to stay in front of my desk.
I never do things that I don't want to, so it bothers me when I try to choose doning studying or playing computer games. Actually, I tend to choose the second one, because they are both fun, but computer games are slightly more interesting. However, when I have a test, I do studying, because I consider it a better game.
Ah....I know it is a bit weird for most people, so...just ignore it. Let's talk about the general.
In my country, tests give students pressure, thus most parents and studendts try to vanish it. However, I consider giving a test is the best way to help students get the guideline and help learn more efficiently. Self-studying with no test is great for the opinion of learning from interests, but it usually leads to fragmentary knowledge. Tests force students to link everything they learn, so I consider it still gets its necessity. However, there is another thing that "too much" is never good. Hope the bureau of education can find the balance one day.

i still remember when i as student, i keep read book and do some test of my personal own. it work great to keep my grade up

Hi there Odickhouse0! :D I am the type who does not like tests too. i hate to study and i think tests are not really a confirmation that you have learned something. I would rather have learned, listened to a lesson and all and learn than to pass an exam by memorizing and not learning of the lessons did not stick in my mind. he he
