Common men are not fit to make laws

One thing I have marked, whenever the common men of any country speak related to any issue, whatever they say, in fact they dont mean the literal meaning of their wordings. For ex. a common man may say someone, when angry, "I want to kill you". In fact he/she doesnt want to kill that person, rather he/she is simply showing his anger, nothing much. Now-a-days, you will find the voice of common men for each and every offences, "He mist be hanged". Its the common line in social media at least now a days. I think, the person who are in the charge of making laws of a nation, should not be biased, at least by the voice of common man. They simply enjoy by encouraging others for a war and in the same time search to find a way to escape too. Whats your view on the voice of common man!
