Since you are from India PAN Card number is essential to open Paypal account. You have to furnish e-mail id, Address details etc giving proper care in PayPal account opening form. Later you have to get your PayPal account verified to make any cash transaction, as you are in India. Name given in PayPal account and in your Bank account that is to be linked with PayPal should be identical. Besides that Bank needs IFSC number to get your PayPal account verified. So to make a PayPal account [ unverified ] you need e-mail id + PAN Card number with your personal details. When you submit Bank account details, PayPal will send 2 small amounts to your Bank account. You need to fill up these 2 amounts in concerned space of PayPal account verification page to get your PayPal account verified.
