Wow, romantic question. I feel very happy to answer for this question. The reason for checking cellphone every single moment is mostly because of the expectation. Lovers always expect that they should be cared by each other. In this modern world caring can be seen by a simple SMS itself. That is why they check their Cellphones for SMS every single moement or 3 second like you said :)

A person who is so much in love thinks nothing else but her lover. And it is like eternity for a girl if she doesn't receive a call from her significant other. I used to be that way in my teens.
