On Western Union Money Transfer in our area

Western Union is one of the money transfer company not only here in my country but also worldwide. It is what we commonly use to send and receive money because it is located in many places. Its bright yellow color is so attractive that you can't miss it especially when you need to go there be it in malls or around town. My sister gave cash gift to my son as a graduation gift. She lives far away from us so she opted to send it through Western Union. We live in a rural town but there is three outlets of Western Union here. The sad thing is, on three outlets, only two is open but during banking hours only. The other one is open until 5pm but its western union service is only open until 12noon. What I would like to say is, don't franchises had certain rules? Why aren't these outlets is not performing well? I think the outlets owner is giving a not good impression on the company. I hope they will change its service into the better. I am not talking about the western union but all the franchises like food franchises. What can you say about this?
