Is Binary options a scam?

I am sure that people in search of earning money online have come across binary options or trading,it is a type of stock market where you vote up or down on things or something like that(sorry I am a bit of a noob here) some of it's sits are-24options e.t.c now 4 my real question,Is binary options a scam? it all sounds too good to be true,just voting a stock will go up or down can give you a 70% profit or a 30% loss? I find it hard to believe it is true although if you google this up you will find 100's of people saying it is real while only a few people saying it MAYBE a scam if any of you have tried it please do tell me about it

I myself Not Convinced With Business as It. and I do not do it unless, there is clear evidence.

I think it is genuine. The real concept is you trade and guess the price of a commodity whether it goes up or down. I don't know whether it is scam. But I have heard in many forums that it is not a scam.
