I thought of this question a number of years ago. At that time, I thought that Robert Urich was one of the busiest actors in TV. I jokingly said they could start a new cable channel just to show TV shows he was in. He started as a star in the show Bob & Carol & Ted & Alice which bombed and was cancelled after 6 episodes. Next he was a regular on the show S.W.A.T. which lasted 2 years.
Then he had roles on the shows SOAP and Tabitha before hitting it semi-big as the star of Vegas which lasted 3 years. Next was a show called Gavilan which bombed and only lasted 7 episodes. But then he rebounded with Spenser for Hire which lasted 3 years and had a few TV movies. Then he hosted the documentary National Geographic Explorer and appeared in the mini-series Lonesome Dove.
After that he had 3 more short lived TV shows, American Dreamer, Crossroads, and It Had to Be You before he started to hit it big again in The Lazarus Man. That show was all set to be renewed when they found out he had cancer. The show was cancelled because of his illness but he sued for breach of contract and the production company settled out of court.
While undergoing cancer treatment, he hosted a medical series called Vital Signs and another show called Boatworks. After being declared cancer free, he came back with a two year revival of The Love Boat and then another bomb, Emeril. He did all this in addition to appearing in movies and acting on Broadway.

Neil Patrick Harris is on his third TV show but when I wrote the question I was thinking of some other people and meant to add a few but somehow hit enter before I was done writing. For example there is Kelsey Grammer who played Fraser for 20 years first on Cheers and then on Fraser. After that he did 3 shows that bombed, The Sketch Show, Back to You (which did last a full season), and Hank. The he did Boss which ran for 2 years before recently being cancelled.
A better choice though might be Jerry O'Connell. He did a show in Canada called My Secret Identity at the age of 14 that ran for 3 years. Next was a short lived show called Camp Wilder but that was followed by starring in Sliders of 4 years. He then got a role on Crossing Jordan which lasted 6 years. He then did the show Carpoolers, which lasted a year, followed by the short lived Do Not Disturb, and then The Defenders which lasted a year. All that and he is still under 40 years old.
