How to Eliminate cartel practices in Indonesia?

In Indonesia, the cartel practice is fairly widespread because the current legal system has not been able to counteract this practice. The group which proved do cartel only fined a maximum Rp 25 billion, while their profits reached hundreds of billions or even trillions of dollars.
Although cartel is difficult to prevented, The Indonesia government and law enforcement agencies should eliminate cartel practices in the management of a variety of basic needs of the people. In fact, almost all the commodities basic needs of the people are in control of the government. That is, the government has knows about the balance between demand and supply of all commodities of basic needs people. And, to cover the shortfall in domestic production, the government also understands when it's time to realize the import of certain commodities and amount of import volume.
Thus, the ability of the government to prevent cartel practices in managing the balance between demand commodity supply and people's basic needs are very adequate. The problem is there is a moral imperative to care the interests and comfort of the people?
