Indirect bribe demand

On 10th march 2013, I received an office order from department telling that I should meet the ‘xxxxxx officer’of my district in person and receive 60,000.00 rupees as my arrears payment against some due in connection with my service.
Accordingly I went; met this officer, showed him the order, he asked when you received this, I said on 10th; he said we have not received our copy of the order so it can’t be processed; I said the one with me is copy of the order sent to you; he said; you received it by registered post; but our copy will come in a bunch with other papers by ordinary post so it may take 2 weeks or more.
I told him, please process my papers; you can keep the order I have received; I am not keeping good health and can’t run to you.
But he denied straight; I know the reason; it is indirect demand of money, bribe which so common in all offices. I have got things done in the past this way by paying 2 to 3% of the amount to be received.
The persons working in Government offices say, they get salary for the post in which capacity they work, but for doing work, extra money one has to pay, not in kind but in cash.
So I met the ‘section-officer’ and the ‘dealing-clerk’; settled the deal and paid 2000 as advance; I am assured the cheque will be given in my home personally on payment of balance of 2%.
It is illegal, but there is no other way, if one wants things done in any government office, he/she must pay.

I know this is true for all offices in all states of India; I would like to know the scenario in other countries.

I haven't encountered an experience like this in my entire personal life , professor. When i applied for my NBI, SSS and the like, it was done normally. There was no seemingly "bribes" to be given.
I am happy that we are not like that here in the Philippines, although i have heard also of some incidents of "bribing" just to expedite one's transaction.

Yes,bribes do happen here in our country but not very rampant.

That's because jaiho, nowadays the government employees are afraid that they be reported for a complaint. There are some who were already sanctioned or dismissed because they received bribes.

This is not something that goes on here. In fact if there were government employees that were discovered to be demanding bribes by the general public, those people would be likely to find themselves in jail because of receiving bribes by the public. The only place within our government that bribing occurs is in the federal government and in those situations the officials are bribed by businesses so that the businesses are able to have tax benefits.

such malpractice is very common in some public dealing departments. and near future there is no hope to get free from bribery. root of corruption is politics and bureaucracy. once india becomes free from this system it would be number one in the world. stop bribing; do not pay bribe

There`s no brides for this kind of things in my country, but I don`t thing that is has to do with ethics. There`s bribery in others places, where there`s a lot of money to be gotten if a person looks the other way. Big companies pay inspectors and make their products worse than what they should. As I see it, a great part of this comes from the huge difference of wages the workers earn and the great anmount of money a few others have.

It happen in my country, especially in government institutions Few years ago when I was a student at university I went to ressidence office to re-new my ID card because I need for my passport. Re-newing ID should be finished less than 1 hour but because the officer want to take advantage and know that I was in rush they told me that it may take 3 days I know they lie. I pay give them some money to speed up the process, and after 2 hours they give my new ID and said that they do the best for me

In india it happens in most of places and it is very common here. If we have to get our work done we have to give something to these corrupted people. It happened to me once they made me to walk here and there for months but i cudnot make out the reason behind it until someone told me. But i asked for help from a senior official and he talked to others and my certificate was ready within a hour and had no need to give them anything. How and when wil the corruption end here?

It´s not fair. I hope you weren´t going trough this corrupted officers. But I know what you are talking about because many of our officers here at my country are spoiled too.
We have to be brave, patient and wise. You have to be brave, patient and wise. I hope you get your money as soon as possible.

Doesn't happen systematically here in the UK, though I'm sure there are plenty of "sweeteners" and backhanders offered for various services. It's definitely not so open and brazen because there would be outcry and the people concerned would lose their jobs (cf. the regular news articles that "out" politicians and businessmen who take or give bribes).
Basically, the risk of losing everything makes the potential gains less attractive.

That's why corruption continues... because people accept it. It will continue until people make noise, complain, shout and point fingers.

This also happens in our country but rare.
It is against the law and any government officials who do such thing will be given proper discipline or may lead to termination- so no one did it purposely.

First of all, you should be taking rest. These buggers will pay your money whenever you go to them.
Personally, I don't pay bribe. Last time when I had applied for passport, the clerk at police station expected some indirect bribe, I told him clearly, I don't want my passport if I have to pay a single penny to you. I walked away from there, after 20 days, I got a call from Police station for my police verification, they called me and after asking a few questions they cleared my application from their side and within another 20 days I got my passport without paying a single rupee as bribe.
I know in your case it's different but still I would say, we should not entertain bribe anywhere in our country..please take rest..and get well soon..

Tell me an instance where in a govt office in India ,can you get things done without paying bribe.If we refuse to pay the bribe,they will ensure that we travel and spent money on this matter,till we get fed up and pay them.I have lost hope that our govt office in my time will become corruption free,I pray during my children's time at least our country will change and get freedom from corruption

Hi! prof ! This happens to our country also. We called it here "red tape" or "under the table ." Same here , papers won't moved if no under the table. This is so rampant in our country though this is prohibited . We rather give than falling in line and going back and forth in certain office just to get our claims and like this is also the sideline of some employees inside. This thing is not tolerated if they will be caught then they will answer for this to higher officials . I don't know when this practice will be stopped like it won't , it's a social cancer.

I think all people will take bribes in order to get extra money;. In all countries that is just the way of doing buiness. Since I am a bartender I get tips for doing my job since we do not make the minuem wage at my job. All governemnt workers sem more than happy to take bribes to do a better job that they should be doing anyway.

Don't you just hate it when government employees would prefer giving you a pain in the neck every time you really need some important documents or in your case the money that should be yours? Why should it take that long when there are not much of the same cases that happen each day? And then they give you an idea of "If you want it to be processed, right away, you just need to pay blah blah blah."
I had an experience in getting my postal ID. It normally costs 350 pesos and the process will take 2 weeks. But it so happened that I really need to have another valid ID coz the bank was asking me for it. I really didn't have much time. I really hate having to do such thing, but I asked the person at the post office, "What if I want my ID rushed?". She then tells me, "You just need to add 150 pesos more and wait for 30 minutes".
I mean, it is really not that hard to process the ID. Besides, I don't think they would be getting more than 300 postal id applications in a day. They could atleast schedule a person to comeback at least 3 days after for it.

Bribe is common illness in our country. We all know it but no other way to solve this matter as we think . No one try how over come the matter or protest to solve this matter.
