I have a few ideas:
The most important one, is to try to prevent the hitting in the first place. If possible, try to catch his hand gently in mid air, and say something like, "We touch people gently", then guide his hand to pat or stroke you gently. I realize it's easy to get caught off guard though.
You can also discuss different types of touching. Hugs, kisses and tickles are nice touches (as long as the person you're touching doesn't mind). Hitting and pushing are too rough.
There's a series of books (Hands are not for Hitting, Feet are not for Kicking . . .) that my kids enjoyed. It's nice to have a book to back up the messages you're trying to teach.
Finally, if it's really becoming a problem, you can put him down (if you're holding him), or move away if you're both standing, and say, "hitting hurts, I can't hold you/be next to you until you be gentle". I found my kids would cry, but learned very quickly not to hit, when I did this.
I hope the phase ends soon for you. Good luck.

Do not hit him to make him stop. It is sending him mixed signals. Take his hand down to his side and give him a quick, sharp NO. Tell him that it is not nice to hit people. If he continues to do it, put him in an area where he cannot hit people, such as a play pen.
