Where's the Disconnect between Government-Money & People-Money?

The way I see it, it's a matter of approach: People approach purchases thinking "Can I afford that?" and then decide to buy it or to get a better deal (ideally with money they have on them, cursedly on credit---money they will have to pay back ... or something---reason why I declare that the federal credit-system is a curse ) or to just go without it; The government approaches purchases deciding what they need/want to buy and then finding out the price. People's "budgets" START WITH 'how much money are we going to have?'; government 'budgets' start with 'so, what are we gonna build?' not even WORRYING about "how they'll pay for it." So overspending is 'not the government's fault' ... well, not entirely ... A majority of the blame for government-overspending is PROVIDERS' GREED. Agree? Why?

Yes even i feel the same that Govt never concentrate of saving money for the benefit of the people rather they over spend it and i think it is due to the lack of vision and proper management and strategies. It is fair enough for us to think many times before spending on something but Govt cannot go away with a simple thought. They also need to think a lot of times before investing somewhere.

my country, usa, is very bad at spending money. hence the budget cuts it makes and the people who suffer because of it. jobs being lost so the company can move over seas, because its cheaper. people can decide how the money they make needs to be spent. but i think everything is made so cheaply now so that it falls apart and you have to go buy it brand new again. we cant control the way the government spends the money, but we can control how we spend ours.
