Like the title says: Are the South Park characters copyrighted? I wanted to make a website and make a logo of website from one of the characters. Thanks

Yes. The copyright is owned by the makers, Trey Parker and Matt Stone and Comedy Central.
Making a logo using any graphics from the series (or recognisable re-drawings of any of the characters) would not be considered "fair use" and would be an infringement of copyright.
