Consume as much as you can

As per government rules here all sanctioned funds are to be spent by 31st March; usually it is not done and majority of the fund remains; now March is going to end and the fund are spent in the most irresponsible manner in a haste; formality are over looked, tender calls, work orders over looked. [b]You can see roads are repaired but not in proper manner; government buildings are painted, repair works done but using poor quality materials. [/b] It is tie up between corrupt officials and contractors; they will spend little but consume major portion of the allotted funds. [b]Guess such things happen in most states here; I don’t know about other states. Do such things happen in your place and country? Generally funds remaining can be carried forward in France, so it rarely happens, but there are some exceptions. The worst I have seen were 20 trucks with their engine running in a barracks square of a transport regiment. An officer told me that they had to empty their gasoline stock before the end of the year, "if we don't burn it all, we will have less gasoline next year."

Yes, Prof...In my country most officials are corrupt. They do public project just as media to get much money from government budget. They put bad things but take big budget for them.Yes, they are advantageous their position to take much money without work... They never think social welfare than themselves. My country included one of the most country that the officials are corrupt.

Its a sorry situation in many countries across globe. People loot the funds meant for their own countrymen and the needy go empty handed. They rarely get the benefits of State Programs.

. Hi professor, I may not know the exact government rule here but as I have observe we almost have the same situation. It does not just happen in your country but with mine too. That's why every time there are elections fog new government officials we Ty ou best to vote those that are not selfish and corrupt. Have a great day!

Democracy is turning to be very expensive,the same thing happens in Kerala also.Lots of roads are to be repaired,but nothing happens.

Hello professor. I do not know about my state but it was a similar case in my college. The funds that were sanctioned but not utilized were sent back. There was no such thing as carrying forward. And that did give rise to make maximum use of the available fund which in turn led to unethical practices. People prefer to consume it themselves rather than sending it back to the government. I know, i have taught for over 30 years, some years in engg college too, i was Principal for good number of years, this is done , the teacher in charge is involved, the money is either shared or spent in mini picnic.

Good Morning professor. Well that is how the situation is actually. The same is the case with the students as well. If students in a college form a club they are allocated some budget. And at the end of year if still some amount is left in the budget they bring fake bills of spending and reimburse the residual amount as well which would have otherwise gone back... Well, it is a story on which a lot of us can discuss for hours, and talk about the problem, and solutions. Yet nothing moves. Satyagrahs, demonstrations, proposals for Jan Lokpal. Nothing works. Full stop. Its despairing. Moreover, most of us just talk about the ills plaguing India, yet none of us has the bravery and self-sacrificing ability to weather odds encountered in facing the corrupt people and their devious means and the establishment. And will we do so? Looks unlikely because we care and fear for our families wellness.

When I worked at a non-profit, we always made less-than-wise purchases during the final month of the grant money. There were so many restrictions on what we could and couldn't buy, yet we wanted to use up all of the money on things that wouldn't last for the next year. To me, it seemed to be the opposite of good stewardship. If only the public sector was allowed to run a bit like the private sector, taxes would be better spent and services could be improved.

yes sir it happens all over India.The roads which are repaired will be damaged in rainy season. The politicians pocket will be surely full and most of the officials are corrupted.

Dear Nandita The percentage of corrupt persons is much more than the honest ones; still so many shout, we are proud to be indians.
