I personallly think no . A nation progress is decided by peoples of country . A nations progress is decided by leaders .

I also agree to you but guess the government should start it first so that the people too . but I think corruption blocks the way of a country to grow .

I think it could, but the chance for it to happen is really rare. Because throughout history, there have been some politicians who really wanted to help the people, not just packing their wallets full.
