Raising funds with sites related to usa

There are some usa sites which are aimed for donation and charity purpose where a user can register for an account and he simply can collect donation for some noble cause and later withdraw to his wepay account and use the money for good social work.
I found some sites like that but for indians they have only wepay payment processor available.Is it working and what is the scope of the site and more over how can indians use wepay and withdraw to bank?

Sounds quite fishy, if you ask me 
As for WePay, my browser gives me this warning: "Invalid Server Certificate". Seems like they got a problem with their SSL certificate..
I'll try to guess. I believe as long as you have credit card, you'll be able to make a payment through wepay.
As for withdrawal.. Well, we know that it's darn hard to withdraw money from Payza or Skrill or Webmoney for international users. So it's not impossible if this one also give us a lot of hard time..
