Will Modi Government's bill dilute powers of lokayukta?

The Gujarat government is set to table the Lokayukta Ayug Bill in the Assembly later on tuesday, despite fierce opposition from the state Congress party. If passed, the Bill allows a six-member committee headed by Chief Minister Narendra Modi to choose the state's Lokayukta. Will Modi Government's bill dilute powers of lokayukta?

I read more about this, and it seems that this bill would be even more controversial : "In its January 2, 2013 judgement, a bench of justices BS Chauhan and F M Ibrahim Kalifulla of the Supreme Court, while dismissing the state government's plea that the appointment was illegal as it was done without consulting it, held that the appointment was legal as it was done in consultation with the Chief Justice of the High Court. Further intending to curb the role of the Chief Justice of HC, state government has not even included the Chief Justice in the selection committee. It seems so ironic that a bill to ensure neutrality of people investigating charges against government officials and even probably those in higher seats of power would be distorted so much as to become a tool in the hands of politicos. I doubt if the amended bill would serve its purpose. It seems like more of a political gimmick.
