Babies today are more sophisticated than 10 years back. Does the baby pickup from the mother's and father's attitude. I met this toddler walking with her father and she seems to be friendly but when I stretched my hand she moved away. I am happy. in one way she does not trust strangers but for her baby age. she had a frown on her face and you feel sorry for yourself. My reason to approach the father, the legs of the baby is forming somewhat a circle while walking, it is due to excessive use of pampers or the child is kept in a walker from the time of crawling. This has effected the baby's legs. So I gave the message to the father, it is easy but think of your daughter's future.

Many babies - toddlers, especially - while smiling and appearing friendly - don't care for strangers getting too close. The toddler prefers being the one to do the approaching.
Babies often walk like that - with legs forming a sort of circle. Very common - and almost always outgrown.

the media is full of news regarding strangers molesting people in public places, babies/kids getting kidnapped, etc. so it is easy to understand that parents teach their children to keep away from strangers.
in a public place, i would never try to touch a baby without establishing eye contact and smiling first. i'd check for the parents' reaction too. some people do not want their babies touched by unknown persons.
however good your intentions may be, giving unwanted advice to strangers is not good. most people do not appreciate this.
