How you learn depends rather on what instrument you are learning to play. A keyboard instrument is probably the easiest to learn to read music on because every note on the keyboard represents a specific position on the staff and there is a one-to-one relationship. If you are learning guitar, you will probably need a 'map' of the keyboard showing which note on the staff corresponds with which string and fret. A note on the staff can be played in up to six different ways (with a different fret position for each string) but there is usually just one logical option. Most other instruments (woodwind, brass and so on) can only play one note at a time and you will need to learn the fingering for each note.
If you are learning to sing from music, the techniques for learning to read music are rather different. You need to be able to recognise the 'home' note of the key the music is written in and it is more important to be able to recognise and sing intervals (third, minor third, fifth and sixth and octave, for example) than to know the actual names of the notes.
The best way to learn to read music is to buy a simple tutorial for the instrument you are learning and to work through the exercises. If you can find someone to teach you, it also makes it easier because a human tutor can give you a better explanation of things you find hard to understand and can also give you an incentive to practice well for the next lesson.
