There are a lot of updates and changes on SEO perspective about link building using directory submission. My question is that, is it effective to submit to those directory to boosts your website ranking at this time. Can you recommend best practices about directory submission.

Although contents are always the king, submitting your blog into certain directory sites may add some positive values for your blog's SEO.
Because it will brings more quality traffics and it may gives quality backlink. 
For the best practices? First of all, always, strive for quality. Create some useful and great contents.
Later you can try to submit your site into some social bookmarks, such as Digg, Stumbleupon or even NetworkedBlogs. Try to connect well with readers and another site owners. Exchange link if necessary
