If you make or do a sin to someone, whatever it was. What bible told you to pay for your sins?

Matt: 18 15-20 does tell us what to do if we sin against someone or they sin against us. I think Moses had some law written about paying back more than you took from someone by defraud.

And how about the sins that have been done to the God?

If it is to God only then we are to ask God for forgiveness. If we have robbed him then I have to believe that what we are to do for those we have sinned against also applies to God. He does get tired of us doing the same sins over and over and finally said, "I would rather you obeyed rather than sacrifice."
