Would This Be a Good Way to Enforce Caution among Drivers?

Listen to the thinking behind this idea before you reject it: the idea is to have pedestrians throw tennis-balls at cars that will not slow-down & let them cross.
That's not 'okaying' people to assault cars at random (just like 'licensing drivers' isn't okaying drivers to run-over pedestrians at random). Surely there would be some conditions & rules, such as might be taught in a public elementary/middle school P.E.-course on Pedestrianism:
approach the road, step up to the curb as if preparing to cross & THEN reach in your bag for a tennis-ball (as that will delay you long enough to ensure you do not throw at cars that couldn't have known you wanted to cross).
I suggest tennis-balls (rather than rocks) on account of the possible ricochet. Of course, even-better because of that might be 'hacky-sacks' (or some sort of "Nerf"-ball)---not experienced enough to know which would hurt least if hurled back at you at up-to 30 mph.
Can you think of any way better for pedestrians to earn a higher attention-priority on driver's 'look out for'-lists?

Uhh... I think you better go back to the drawing board on this one. A tennis ball caroming off one's windshield would create a distraction of another sort and the driver already poised to hit a pedestrian may become totally discombobulated and no telling where said driver may careen!
Also, how is the driver to know it is a harmless tennis ball aiming to take him and his car out? For all the driver knows, the projectile is a *gasps* dangerous projectile aiming to create damage and bodily injury.
Not to mention if a driver is not paying attention to the pedestrian trying to cross, he damn sure isn't paying attention to the pedestrian extracting a tennis ball in warning.
And lastly, throw anything at a driver, even if it is a tennis ball or harmless Nerf ball, that is a guarantee to royally piss him off. Now we're talking some serious havoc.

Oh, I agree. Pedestrians risk life and limb. Around here, it has gotten so bad that warning signs are placed in the middle of the road at crosswalks warning drivers that IT IS THE LAW to STOP for pedestrians and some places use flashing pedestrian signs.
Just the other day, I was driving and approached a crosswalk and observed a man cautiously trying to cross the street. He was within the crosswalk (which, by the way, had a warning sign in the middle of the yellow lines) and within the law, yet the cars in front of me blew right through. I was incredulous at their blatant disregard!
There are a lot of a$$hole drivers out there. They don't care if they take out another car or pedestrian. After all, their time is sooooo much more valuable than anybody else's.
NOT!
Next time you approach a crosswalk, have a camera ready. Take a picture of the offender and license plate. OR just point the camera at them in warning. Drivers breaking the law HATE to have their picture taken.

This sounds funny, but I don't think it would be a good thing. I can just imagine a tennis ball coming out of nowhere, hitting my car, me freaking out and swerving into another lane or hitting the breaks. I just think all drivers need to be more aware of everything on the road, and sidewalks.
