Is it ethical way to build links though your site is suspended? / myLot

Hi guys please help, Can anyone share if it's still a good practice to build links even your website is in suspended status? I think you could still do some building links in social media sites and blog commenting isn't it?

I personally wouldn't add links to my website if it's suspended or down. It might be unethical for the website the links are on, but it also damages the reputation of your website.

I would think that this practice would cause distrust in folks that followed a link and was told that you were suspended. They might think you were not very trustworthy and honest and not do business with you. I know that would be my thoughts. If you broke rules and got suspended then you might break rules and take things that belong to me.
