Fair Benefits Scheme In A Formal Organization

Good morning everyone! I had been given the responsibility to study and make decision regarding a program or scheme in giving fair benefits to an organization with three units or branches located in different municipalities. It has been a burden to me because the three units are not equally gaining. A couple of them have been raising a great funds because of their strict implementation of a certain policy but the one is not that tough to implement it which eventually resulted to low income. I had decided to make the benefits be given based on their performance which means a unit that has been earning and whose funds are enough to cover a bonus(let's say, a whole month bonus) will be given bonus but the unit that yields little will not be given same measure though it will receive some amount, too.
With this decision, I know that there will be an adverse efffect with those who are with the weak unit. However, I am determined to implement such decision so that they will be challenged to really reach the target income or funds. It is just that I have them in mind thinking that they might get mad at me. What do you think should I do?
