Internet for the visually impaired?

In 2011 my father lost his eyesight after an eye operation. After some time the situation improved and he regained part of his eyesight. This year he started to get eye problems again and he had another operation. The operation only helped him a little bit. He is not completely blind, but his eyesight is very poor. He can walk around in my parents' home because he knows where the furniture and other things are, but it is very hard for him to walk around outside his home. He still works and his secretary reads the documents aloud, but it has become very hard for him to use the internet. I did a search on Google and I have found some information about visually impaired internet users like the text to speech software. I was wondering if any of you have experience with internet access for the visually impaired? Like I said I found some information when I googled the topic, but does anyone have personal experience with the topic from yourself or from family members, friends etc? What would you recommend?
